Public Sector

Public sector functions as the focal governing unit in Sri Lanka. Enhancement of the living standards of the people and economic growth of the country can be achieved by strengthening the public sector. National Productivity Secretariat is the only government organization which promotes and enhances productivity of this sector. 

National Productivity Awards competition 2018 will evaluate and honor organization with the best productivity performances. It is with great pleasure we invite you to join with this national endeavor which appraises achievements gained through practical application of productivity concepts.


Objectives of National Productivity Awards Competition:

* To motivate all public institutions to follow good practices for improving the quality, productivity and services.

*To direct public institutions for the national mission of improving the living standards of the Sri Lankans by actively contributing to the national development conforming to the National Vision and development programmes. 

*To identify exemplary public institutions and reward them at the national level.

*To create a people friendly institutional system by grading the public institutions.  

Classification of Organizations:

The National Productivity Competition relevant to the public sector consists of 6 categories. 






Central Government Ministries and Provincial Chief Secretariat Offices

Provincial Ministries

In addition to the Provincial Ministries, Council Secretariats, Chief Minister’s Offices, Office of the Council Secretary, Governor’s Offices and Provincial Public Service Commissions are included


Government Departments, Departments under Provincial Councils, District Secretariat offices, and sub offices under a department which consists of 51 employees or more are included

Divisional Secretariat Offices


Local Authorities


Micro Category          

Only the organizations operating under Ministries, Provincial Ministries and Departments which consist of less than 50 employees and more than 05 employees can apply under this category. (A sub unit operating under an institution is not considered.)

 Important: As the State Corporations, Boards, Incorporated agencies are established with the intention of earning profits, those organizations should submit their applications under Manufacturing & Services sector.
